Click on "View Public Profile"

Click on "User Lists"

At "Are you sure you want to add sinner guy to your ignore list?" click on "Yes"

Tada! The annoying presence is mostly gone unless quoted by someone else. Then again, if everyone set to ignore there won't be anyone to quote said annoyance.
