The cost of living is way higher in many areas. Also many other teams have very expensive new stadiums. Absent a new stadium and big tech/finance local economy, the Saints were probably going to be on the bottom half of this list no matter what. Could they be 1-9 for cheapest if they never had Brees or Payton, or 11-15 for cheapest if they had drafter Mahomes as Brees replacement and Payton stayed? Sure. But most of this list is as expected I think, driven by local economy and new stadiums with performance a secondary factor.
