IMO they wont change it... the NFL draft is a huge event now and they dont want to diminish it by allowing teams to sign players before the draft |

I don't think they're saying that the Rams cannot trade picks with the Saints - the league cannot stop them from doing that. BUT, the league doesn't want them signing, or negotiating with any of their potential draft picks because it would ruin the surprise factor of the television event. So. There you have it.
