Rams cannot negotiate........
this is a discussion within the Saints Community Forum; this is the earliest that a pick has been signed.. and the rule even before this draft was that if the 1st pick is signed then the 2nd team still has to wait to the draft.. they didnt just add ...

IMO they wont change it... the NFL draft is a huge event now and they dont want to diminish it by allowing teams to sign players before the draft |
