I hope he gets more than just a fine, something like a 2-4 week suspension should be adequate...

No question he should have been ejected those are the so called rules. The problem is those rules are interpratated a little different for each team.

I guess it depends on what an official feels is flagrant:

15 Yards (and disqualification if flagrant)
Striking opponent with fist.
