What Payton really meant to say is....

You play the starters until it looks like San Fran is killing the Rams. Once the game isn't in doubt, you pull your defensive starters. When it looks like Brees has the record locked up and San Fran has the game locked up, you pull all offensive starters because there is nothing left to play for.

Well telling Brees to sit down may be eaiser than telling the rest of the whole offense to sit down. Brees needs to own the record. Screw Brady.
