I can actually see this as an outcome. The NFL owners will know, that millions in legal fees, possible lose of the CBA in the supreme court, and possible government involvement would be the worst thing. It could stop football and their cash.
It would make more sense at that point to let Goddell go because of mismanagement , to save face, and slap the Saints on the wrist. That means reinstating SP also.
