Freeh was involved in the decision to publish the "manifesto" and put it out there. But you're right -- I don't want to make it sound like Freeh single handedly tracked him down in his cabin and put the cuffs on the guy all by himself, he didn't do that, but the putting the manifesto out there was a decision to try and give the (unknown) guy what he wanted, and then let him sink himself by putting all his information and ideas out there at once.... His brother had previously suspected it might be Ted, but then recognized the writing style in the paper and was instantly like "OH ____, that's got to be him."
