The problem is that he was an undrafted FA.

True, sort of.

We can tender him a 2nd rounder at 2 million, but if no one bites he costs us 2 million.

Our best bet is a ROFR tender at about 1.5 million, which means we can just match any offer he gets. If its too steep, we let him walk, but we don't get squat.

Loomis would not do ROFR.
So we get squadoosh when he leaves. Which he will.
Zero sum.

As far as I know they the Saints can decide to tender him at any level they want because he was an UDFA, so they could tender him high to force another team to match, but the danger there is that they'd have to honor that higher tender if no other team matched it.

I don't know if a (artificially) higher tender would have an affect on the compensatory pick discussion, but with the restructures Loomis has been working on; I think the Saints are going after some FAs, so in the end the Saints probably end up gaining more from the FA pool than they lose to other teams... once again.
