Yeah, I think this is the case. Heck, there are probably fewer concussions these days - certainly fewer than the old days. The league simply identifies them now and doesn't threaten the players if they don't get back on the field.

They used to call it "getting your bell rung". Players would come out for a few plays, maybe a quarter if they were really foggy and go back in. They didn't call it a concussion unless the player lost consciousness.
