Why not, if a rookie cb shows he can adapt to the defense quickly then he should start......

Its not that simple. CB's have a lot to grasp.

I like the idea of a vet coming and being our #1 or 2 CB and a rookie coming in in nickel situations and rotating in giving them time to develop.

No, but it is the hardest position on the field outside of QB.
