yes i belive that 100%. ( not criminals) i did a research paper on it. really amazing to see some of the statistics. but to me i like the saying because it comes from thomas jefferson. even though madison wrote the constitution and the bill of rights if you read some of the letters from jefferson ( who was in paris at the time) to madison he urges him to include a bill of rights
