this is a discussion within the Saints Community Forum; Actually, 'decline' suggests a gradual degrade in strength... i.e. 'This thing is going down hill' Whereas, 'fall' suggests a rapid, acute, punctuated degrade... i.e. 'This thing just went off the cliff'...
