With regards to player personnel, free agents and draftees, the overall record has been abysmal...
Payton finally addressed the problem, making room for Ireland, and even came before the public stating there'd be changes...
And yet, the free agents brought in or re-signed just prior have become real liabilities...
Note: With the exception of Mark Ingram, who after being for the most part a first round draft-bust, has become a quality NFL starting running back...
So for failing to solve the salary cap problem, failing to check his head coach on his staff, and for failing to stock the team with competitive talent, Mickey Loomis should be thanked for his services and given his parting gifts...
Free agents are different than college players. No one said Ireland was successful in scouting free agents. That's why he got fired in Miami as a GM.
