The problem with the plug and play has always been that the Saints don't do well against the better teams in the league. In the Saints best years they've had legitimate talent, and a dominant offensive line.
The last couple of years have seen the WR play (other than Thomas) struggle mightily, to the point that the Saints had to change their philosophy and become a running team.
As for as tight end goes, I guess it depends on what you want out of that position. I think if you have good WR's, you don't need to spend money or picks on pass catching tight ends. You just needs TE's who can block. Given the suprising emergence of ground game last year, I would think having TE's who can shore up the line of scrimmage would be a priority. Fleener (and the rumored Graham reunion) don't really provide that.
I completely get where you are coming from about not wanting to over pay. I'm just not convinced it will cost all that much in picks, and think the money wouldn't be unreasonable. But who knows.
