That wasn't the league's intention, but it will end up being the consequence. It shows you how out of touch the league office actually is when it comes to actual football matters. They fail to pass it by the real football people to find out the plausible end result.

I'm not saying coaches are not part of the Competition Committee, I am saying that those coaches probably had an idea of the result of the proposed rule and either the ownership portion of the committee ignored their input or the coaches didn't share those ideas forcibly enough.

Although, when it comes down to it, the owners get the final vote on the proposed changes coming out of the committee.
