Is this my job now? I just look on Spotrac which has all current NFL contracts on it. I believe the Saints would be responsible for the base salary and not for the signing bonus, which would become dead money on the Vikings cap. So it's not as high as you have listed, but with base salaries above $10 million, it'll still be painful to try to carry Diggs.

I guess someone has to do it as most folks just want to treat the NFL like it's fantasy football. Choosing players solely on talent without understanding the cap implications leads to poor choices.

The contract can be restructured by converting the base to yet another signing bonus. It can easily be brought down inside the current cap. It would mean guarantying more and possibly pushing it out past 2023.
