NFL Rulebook (2020)

Rule 12 Player Conduct

Section 3 Unsportsmanlike Conduct

Article 1 Prohibited Acts

(b) Using abusive, threatening, or insulting language or gestures to opponents, teammates, officials, or representatives of the League.

(c) Using baiting or taunting acts or words that may engender ill will between teams.

“C” is so vague that it’s useless. My guess is that section is used for stomping on the opponents mascot, etc... I truly can’t see the ref’s using that on “smack talk”. lol, but I could be wrong. The “words” would have to be extremely offensive, and I do mean extremely.
