The guy's a douche, yes, but unless the documentation from when he first bought the team is very specific, I think the NBA is in for a long fight.
They'll cite code of ethics, upholding standards, etc, but they are facing a rich, old guy with nothing better to do than be a pain in the @ss. He's got money, time, patience and motivation.
He might get voted out 29-1, but then it's going to be appeal, appeal, appeal.

Really the guy deserves to be banned. As well as really thought he was above the law. He and his estranged wife as well.

She tried in a Nightline report posed as a building inspector. And tried to kick out minorities. She seems as bad as he is.
