The Chargers felt that they couldn't pass on a big 6'5" QB when they picked early in the draft (due mostly to poor management of the team from the top down and not Drew Brees, though they made a scape goat out of Drew).
Actually, the Chargers did pass on Philip Rivers in the 2004 draft. They selected Eli Manning, instead.
