It's silly to be surprised by this. Taysom Hill is a great athlete that can do many things well. Siemian and Book are strictly Quarterbacks. That's their specific role. Payton's choices here are obvious.

Please don’t cover TE Kyle Pitts the traditional way with a safety or LB. He’s their best receiving option so don’t hesitate to put Lattimore on him the way Carolina put Stephon Gilmore on Pitts.
