Kansas City didn't do anything to force Jackson to pass. The Ravens abandoned the pass game down only seven points with 10:56 remaining in the 2nd quarter. There was nothing that the Chiefs were doing different defensively that should have mandated this move. Nor was the status of the game such that the Ravens had to hurry things up with the score at 14-7 with almost 41 minutes remaining on the game clock.

This was simply bad playcalling on the part of OC Tod Monken. He's been raked over the coals more than once already on NFL Radio and X (aka Twitter) this morning. Probably catching the same flack elsewhere, too.
