I don't think Hedley was in the program.

The NFL's International Player Pathway (IPP) program has specific rules for players who sign through the program. Here are some of the rules:

Eligibility

To qualify as an international player, a person must be a non-US or Canadian citizen, have lived outside of the US and Canada, and have had a maximum of two years of high school experience in the US. They must also be at least 24 years old, have been out of high school for at least four years, and not have played American football at a US college. In addition, they must be able to speak English and be available to travel to the US for two months starting in early March. Finally, they must meet all NFL player eligibility rules and have been eligible for a previous NFL Draft.
