You are correct, but the two teams are allowed to work out a trade instead of doing it that way. Like Marion Barber for example...Dallas tendered him the high amount meaning if he went out on his own and some team offered him a deal, they would owe dallas a 1st and 3rd...if Dallas approached some other team about him they could work out a trade for whatever they wanted.
