The police are pressured to do it. There are some that are out to "save a ho", an expression you guys can tell I've come to love, but generally speaking they are pressured, and trained, to arrest the male as the view is he is the likely aggressor.
You know what's funny? In the states that have implemented these "Must arrest" laws, the homicides surrounding Domestic violence has come up markedly - as much as 30% in the last 25 years. It's a damn bad idea is what it is, but in 22 States it's the law.
