It's clear you're going off partial information. Ingram's agent said they are not denying that he had the substance. They also said that it was not an illegal drug (verified by the league's statement that he tested positive under the PED clause and not the substance abuse clause) and that is was not performance enhancing. The PED list contains all substances that are not legal or alcohol related. They include several items that are permissible with a TUE (Therapeutic Use Exemption).
My bet is that Ingram thought the TUE had been properly submitted by his agent (who should be the person responsible) and was then hit with the test that showed the medication he thought was pre-approved. That would explain why he fired his agent and pursued the appeal. Not because he has taken the medication, but because he thought it had been approved. No doubt he would lose that appeal, but it would explain everything to this point. Once the written decision is released they could appeal the length of the suspension itself, NOT the earlier ruling.
As for the success on appealing the suspension, it is rather common that they get reduced based upon circumstances. I think you are getting confused with the appeal of the test results which rarely get overturned.
