I know that in some games, there's definitely someone with their thumb on the scale. But I truly believe that these refs have ZERO balls when it comes to making these calls in a big game, because they don't want to get labeled as inserting themselves into the game (too much). It is virtually impossible to rig anything in the NFL for this very reason. Someone will talk. As leilung so accurately explains, when there are more than a couple of people involved it will be exposed. In this case there would have to be dozens, or even hundreds of people involved. No way it is blown up in short order.
