Possibly or he realises he has no leverage and the Pats can hold him this year and next if they wanted to for about$8ml a year year with this year's 4 and next a franchise tag

Teams sign players at contract numbers players agree to. It gets worked out between the three parties. Team A wants a player and is willing to assume X amount of dollars in the contract. All parties agree and team B signs player at that amount then trades him. Could have been worked out as soon as it was allowed.

He signed his tender and now I'm sure there are talks. Maybe a draft day trade at 32 or 42 if the right guy is there for the pats. If they get our 32 I could see them sending back a rd 5 or 6 with butler. No matter what they say the pats don't want 30 million tied up in cbs.

You can't even negotiate concerning a player not under contract. You can't do a three party deal when the main party cannot be discussed at all. It wouldn't "work out" because it isn't allowed under NFL rules. Not only would the NFL Office deny the transaction, but both franchises would be fined (at minimum) for breaking the rules. More likely both franchises would lose draft picks.

It was speculated upon by media hacks like Ian Rapoport. It was NEVER discussed openly anywhere. But, your whole original premise was that Butler should have been part of the Cooks deal, remember? It was pointed out to you that it wasn't possible. Now do you get it? You then waffled and said as soon as it was allowed, which was yesterday. You can't have it both ways.
