Starting Monday rehabing players can report to the team facilities. No other players or coaches can, however. Only rehabs.

According to NFL Radio it is the unlevel playing field argument. Apparently every state will allow rehabilitation (ie. medical), but not regular business (ie. coaching and healthy player training). Therefore, only those services allowed across the board are being allowed by the league. Just like the draft. Even if one state would allow a gathering the fact that not all did required everyone to draft from home.
