I really think a big reason for this is the shortened off-season. Having players in place that already know the system, whether or not they make the final roster, can be more important this year than a slight upgrade with no familiarity with the system.

Thinking why Payton would bring back Austin Carr despite a total lack of production to date...

Shortened OffSeason, need as many WRs that know the system in camp to assist with the tutelage of the younger WRs is where my thoughts go on this...

Payton has been particularly OCD when it comes to the crispness and flow of practices and having more veterans familiar with the offensive vernacular, drills, routine eases that concern...

This is the only thing that makes sense to me as well JP.

Or he views the 4th/5th WR position as a downfield blocker/ghost route running receiver.
