It's money and value

Why trade for a man and take on that salary while giving up picks when you could just wait for him to be cut. Everyone knew he was getting cut the day after the draft with the new deal for Hill and Winston added to his replacement being Drafted.

We traded him to the only team willing to take him - the free agency team.

I'm sure inconsistent play & getting blown up vs Atlanta, Niners and Vikings wildcard game (his worst film on 2019) didn't sit well with Payton either.

In addition to cap/salary/contract issues of course.
