Jeffrey has already shown what he is. Toon never showed that kind of ability. The Bears are considering trades for anybody at this point.
I'd say forget the draft. You trade for Jeffrey. You sign Hakeem Nicks. You now have the likes of Jeffrey and Nicks on the outside with Cooks in the slot. You use Colston in a pass catching TE role. Willie Snead and Brandon Coleman are serviceable rotation men. You just fixed the lack of weapons on offense.
Defensively, you trade what you have to for a pass rusher, and whether it's a 4-3 or a 3-4 guy you adjust accordingly. How does Muhammad Wilkerson and Cam Jordan sound on the ends, and you bump Hicks down to NT? I guarantee those blitzes will start to get through more often. These are desperate times. Call the John Abraham's. We have to pressure the QB to make our press corners more effective. Wilkerson would completely change this defense in a good way, especially when we have Byrd and Lewis back.
I see your line of thinking, but we need much more than that, NT in particular as Jenkins is simply not doing it. The problem with Colton now is his hands... never used to be. Not sure it makes a difference if you move him to TE for one year before releasing him. Cap space goes up next year significantly. Maybe that's what Loomie is counting on.
