The Blam game is quite simple. Every Dept. and Govt. had a plan. Some of it wasn't carried out, other parts were not thought out and other parts of the plan got bogged down in red tape. So in my opinion Brown was the first to go, so now i'd like to see it trickle down maybe as far as the police chief.
